No, the SDK is an independent product, which needs to be purchased separately.

No, all relevant components are available through the SDK

What are the hardware and software compatibilities?
The Phase One SDK is compatible with the Capture One 5.x, 4.8.x or later. This means that specifying a given, supported setting for an image via the SDK and the Capture One software will render the same result.
